I use IE to check Instructables at work (during breaks) because I can't install other software on work computers.
Regardless of what you think of the software, a significant portion of Internet users use IE. Any website intended for widespread use should work in all major browsers.
I also use IE at work because its required and all we are allowed to use. I am getting the 403 error as well. I can get around it using the alternate url I found through the links kelseymh posted, but its a bit annoying/strange that I'm 'forbidden' from the main page because of 'administrative rules' according to the error i get.
