Wifi RC Chassis? Answered

There are lots of rc cars out there, with wifi linking capabilities, but I was wondering whether you could be in one house connected to wifi, and controlling a chassis/rc car in another house without using Arduino.  (I'm really bad at electronics).  The reason being, I want to build a Mobile Virtual Presence Device with a fairly large stable chassis that can be controlled from somewhere else.  If you can name a way to do this, I would appreciate it.

And wifi is easy ??

Get permission to link into the house wifi. Or slap your own against an outside wall..

Use a Raspberry-Pi EASY Uncomplicated program languages full net work communication... Exactly what you need for tele-presence and works a monitor with sound directly from a single board..

Ok, thanks! When you say a "Raspberry-Pi EASY Uncomplicated program", are there any tutorials on how to do this? And I'm sorry for my noobiness, but could you make the explanation as if you were telling a child, because that's how bad I am with electronics......

Sorry, I taught that you were a beginning programmer and were doing this for a self challenge..

The only way to learn programming is to get a low cost control board and do the examples until you understand how and why...

And to make a Sheldon virtual presence you have to have a computer inside !
