Would putting saltpetre on a compst heap be good for the compost?
Since saltpetre is sold as stump remover because it accelerates natural decomposition, would it be good for a compost heap for the same reasons?

No - saltpetre is an oxidant, and would quickly make your compost heap useless. If it is a large heap, and generates any heat, the saltpetre could encourage fires.
If you have a supply of saltpetre, the best use I know of is as an ingredient in gunpowder...

... and if you're looking for an excuse to buy saltpetre, this isn't it.
