Maybe tie some mylar shiney streamers to the clothesline. Or get a few used CDs to tie on with a string so they rotate about or maybe a windchime hanging from the pulleys.
. Motion seems to bother them. Find something that moves around a lot when the wind blow. Eg, a large pinwheel. Most garden centers sell similar items, do some window-shopping to get more ideas.

I put up these 2 scare-a-crows between a small fig tree. I got them at a 99 cent store after Halloween. They do not mess with it anymore!

If you don't want lots of tinkly shiny things in your garden, try hanging a hawk silhouette near the line.
Boat-owners use them to keep birds off the rigging in harbour, so they should work for a washing line as well.
