are there any art programs that help beginning artist to get art supplies and will pay the artist??

I'd ask your art teacher at school, call university art departments, and art museums for advise. There are likely many such programs open to US citizens, but an applicant would need to show they meet the criteria for the patronage. (skills, need, and other intangibles - some scholarships, grants, and other constructs of patronage are open only to specific races, creeds, etc.)
If you're not a US citizen, I'd suggest you look in your home country for opportunity.

Very unlikely.
Like most things the best way is to just start doing stuff and showing it to people. Eyes on your work is the best thing an aspiring anything can do.
Art school or taking art at a regular school might be an option but will not be free.

For beginners at anything unless you have a lot of innate talent you are unlikely to get paid. You need to apply yourself in your chosen art area and produce a portfolio of good quality work - photographs would be Ok but GOOD ones.
You can use this to sho prospective clients what you do.
