Ask your 'phone-service-provider; you won't do it otherwise, unless you are redirecting to another 'phone? (but that wouldn't be the same)

You can have your number blocked so it shows up as unknown on the other end. But you need to set that up with the phone company.

That is known as "Caller ID Spoofing" and in the U.S. it could get you sued and/or prosecuted if the recipient of the call claims he was "harmed" by that call.

Well, i don't know about Canadian law but in the U.S. anyone can claim they were harmed and sue; whether they will win is another question. But, I would guess that the simple fact that it has been codified into law would be an advantage to the claimant.
