i have a cheapo 7 inch android tablet and the capacitive touch screen doesnt work well, some spost work fine but others dont
what should i do?

also is there anyway of connecting an arduino up with a usb adapter so a program can control it?

Return it and get a new one.

So a program can control what? The arduino or the tablet?

keyword, cheapo. Most commonly bad touch = water damage.

Yes, arduino can talk to android with various programs. I like Amarino. (need bluetooth on your arduino which is a cheap addon)
