i was wanting to make one out of PVC pipe.i dont have any lathe or precision tools.

Hmm, you would need pieces that fit fairly well inside one another,and a decent sprint set. Make sure you put stops i it also so the whole thing doesn't just fly apart. :-)

The tooling might be a bit difficult for someone without a lathe or some precision tools.
