Ask on the Instructable, add a comment lower left of the page.
You'll need the root-system before you can grow in liquid, so "seedlings" is what you probably want to start with there.

Unsure why they is in play - perhaps we don't have enough information yet. In general you can grow from seed although what you get may or may not breed true to the parent plant. Growing from seed takes time and a little knowledge of the conditions the plant and it's seed need. Best start with commercial seeds. You will, however , get possibly 10's of plants from your seeds. IF you only want/need 1 or 2 plants it may be more economic to buy a ready potted plant.

Depends on the plants and what you're doing with them.

If you're asking a question about a specific instructable then post in the comments section there.  It's more likely that the author will see it and answer you.

If you're not, then give us more details.
