My suggestion for a completely permanent fix would be looking for a supplier or polyurethane tyre compounds near you, my dad's business had it, called bulletproof tyres, excellent stuff, it's not that heavy and it'll outlast the tyre, or become it, if the whole thing gets shredded just roll it about on it...
Try polycil's site for finding someone that does it... I sound like a salesman here but it's honestly great stuff....

Pick up a can of Emergency Tire Repair. It's a foam intended to fill a tire. Tire repair people hate it. It's a mess to remove.
