Probably one of the best ways of learning electronics and programming is from practical experience. Just find a small project that has a good explaination of how it works, and build it. I don't have any specific titles on the subject, but anything new enough to include ICs like the 555 and logic gates should still be mostly relevant.

As for programming, what do you want to program, and in what language? For C programming on a computer, "C programming in easy steps" is what I used, and goes as far as basic file reading and editing. As for microcontrollers, you need to decide which sort to use. For a beginner, I would suggest AVR microcontrollers, as they seem more straightforward than PICs, and are compatible with the popular arduino programs.
