cook something, like a hot dog

People make things for camping (with a 12V lead-acid battery), for actually cooking something, that kind of power is what you need.
If you can pick up e.g. an old hair-dryer you've got some heating-wire in there, but you'd need a heavy 5-10V supply to cook anything (as opposed to making it warm)

You'll have to quantify "generously hot". I've used metal clad resistors as convenient small heaters before now.

warm enough to cook something, but not how enough to give a 3rd degree burn

You'll probably need 50-100W, so you'll need a heater with a resistance of 1 Ohm, running on 10V
