Most Apple chargers work on the Casmire affect, DC, AC, voltage, don't matter :-)

Chance is it will not work, the peak voltage at 150 AC converted to DC would be over 200 volts and way above 110 volts DC.

That's true, and may lead to overheating.

If I understand you correctly you want to know if a phone charge would work with DC input instead of AC?
Modern adapters use a step down converter.
The first stage is a rectifier to get a DC voltage - which is then changed to high frequency AC voltage to be transformed down.
So they don't really care if you feed them DC instead of AC as long as the voltage is within the operating specs.
Conventional transformers won't work as they really need a AC input.
