You can't change it by default; windows made it that way ironically to reduce system load, but it's a double edged sword because they use a picture anyway, just one you can't change.

has instructions on a way to do it. Basically you change the picture that windows thinks is the default 'unchangable' picture - and it loads and displays that.

Right click on the desktop select personalize.

Personally I use Picassa to select my photographs for my desktop This is my current wallpaper.

starter edition is restricted from changing the wallpaper.
