Styrofoam is recyclable - call your local recycling/waste hauling company and ask. Most recycling companies have a day once or twice a year when they collect styrofoam for recycling, but won't accept it as part of their everyday recycling collection.
Styrofoam packing "peanuts" are different - most recycling companies won't take them. But they can be re-used - most pack-&-ship places (like "Mailboxes Etc.") will gladly accept as many clean packing peanuts as you can bring them.

I dunno if it actually helps, but I remember people putting it at the bottom of plant pots to aid with drainage, big chunks of it, all split up...
