Look at the keywords. I think the fellow wants to make a replica of the tickets used for the train to Hogwarts, but hasn't provided nearly enough detail, nor even bothered to do basic research to find the answer.

First he'd have to find platform 9 3/4, then he'd have to find a train there going to Hogwarts, then he'd have to convince the conductor to accept his ticket.

Getting on a train isn't hard. Finding the right train and staying on it is harder.

Find a good picture of the ticket, or redraw it from a bad picture, or design your own.

Print it on suitable paper (probably some kind of thin card stock).

Cut to size.

Done.

I found this on Photobucket. I bet if you look hard enough, you could copy and print the thing from someplace.
