A pigtail connector is a short cable, usually with different types of connector at each end. (In the case of a modem pigtail, converting between different types of antenna connector). It's probably worth getting a pre-made pigtail rather than trying to make your own, chances are the signal quality will be better.
Second the others; I have no idea what you're asking about. Try describing what you're trying to do, or pointing us to some previous discussion which explains the idea.
. Even after Googling "peak tail" (not any help unless you are mounting your modem on chromatography equipment or a sportsbike), that question still makes absolutely no sense to me. :(
