At 50 cycles the skin affect is only note worthy on long distance power 
distribution and is fairly well behaved..

But at high frequency it ( electricity ) wants to radiate and flow any
way it can and so it must be contained in specific wave guides to
maintain its integrity for whatever ultimate useful purpose it is set
to oscillate by a human ingenuity....

Wave guides can be as simple as a carefully laid out PCB or as
sophisticated as a silver lined directional cavity designed to resonate
the wave forms to deliver energy to a final goal or direction...

High frequencies tend to travel on the outside of the wire - to the extent that at very high frequencies - e.g. microwaves you can remove the centre of the wire making it into a tube with little loss.

I think he is referring to the scale of the wave to the conductor, in the direction of conduction. ?
