YOu probably can.  It would take a lot of work and know how to do it though.  A generator/welder has specialized windings and some control circuits that you'll have to build from scratch.  G00gle "diy generator welder" and other things like that to see if you can find anyone who has done it before and maybe some plans for the circuits.

One or the other, to make a engine powered welder, you start with a HIGH current, low voltage alternator. What you have is a low current high voltage one. It would be cheaper to run a conventional welder off the existing genny.
