It is an old coin of Belgium of face value 5 Fr., year 1986. You can see a similar old coin on sale at ebay here: http://www.ebay.ie/itm/Old-coins-Belgium-5-Fr-1986-/110877921654

The 5 means just that.
The F means Frank
BELGIE is Belgian for Belgium
It's a King Baudouin I 5F coin, and it's not worth very much.

It looks like a commemorative coin to me. I've never seen it before so without a look at the back I haven't a clue where it came from or what it commemorates.
