It looks like a commemorative coin to me. I've never seen it before so without a look at the back I haven't a clue where it came from or what it commemorates.

The 5 means just that.
The F means Frank
BELGIE is Belgian for Belgium
It's a King Baudouin I 5F coin, and it's not worth very much.
