Read the instructions for the Picaxe and they will show you the programming connections you need. As for the chip itself, I recommend using a chip holder instead of soldering the chip direct to the board. You will be able to use the chip for other projects this way. If you intend on removing the chip often, place it in a chip holder and have a stack.
