A LD linear voltage regular can do that with 93% efficiency. At 30A, that's 60W of heat dissipation, so you will need a HUGE heat sink and multiple TO3 devices paralleled up.

If you're operating from a 30V DC supply, you could modify it (if it doesn't already have one) to include a voltage trim adjustment, although I have no idea what your level of experience is in electronics.

As no one really actually said, many loads that require 28VDC will accept 30V, since 30V is usually within the tolerance of many/most "28V" loads.

You could also apply 4 or 5 high current diodes (rated above 30A) in series with the load, although the solutin is one of desperation.

As Steve asked: Why? At 30A any longer piece of cable will reduce the voltage anyway.
