would i need to get a blocker for a NEW pc because the person that i want to give it to has blockers but if not sure if it on there network or not and i dont wanna ask up front i wanna keep it a secret

What kind of "blocker" are you talking about? An antivirus? A firewall? Nannyware? Something else?
The simple answer for software in general is that there isn't a simple answer; you need to read the license agreement that came with the software. Some products are licenced to the user, and you can't transfer ownership legally. Some are licenced to the processor, and you can't retain a copy legally after transferring ownership of the PC. Some leave it up to you to decide whether you want to transfer it or retain it -- but they won't let you do both at once, so if you want to keep a copy you have to remove it from the machine where it's currently installed.
