I really wanted to know to use a 555 timer instead of a crystal oscillator 16 mhs

I took a look at the 555 Datasheet and answer is that its unfortunately not possible.Most documents and schematics of both the normal and the faster Cmos version (7555) suggest that as a oscillator 2mhz seems to be considered the limit.

How would you know, do you have a megacycle measuring tool, a radio or a progressive gas lamp ?

Can't do it. A 16Meg crystal oscillator probably costs less than a 555

Do a google search for 555 timer calc. It will allow you to put in the time your looking for and it will give you the capacitor values and basic schematic to get you started.
