Is this for brewing beer?

I assume here you got two plastic bags with crushed grain in each of them, for doing one beer recipe.  If so, you steep them together.

I would not recommend steeping the grains in water that is boiling.  At that temperature, you'll extract tannins from the grain husk--kind of like oversteeping tea.  It will also kill off the enzymes that would convert an starch in the grain to sugar.  The wort will be cloudly, not as fermentable, and not as sweet.  The beer will be cloudy and the starch will be a good attack point for a wild critter to invade.  I would recommend 150 degrees Fahrenheit as a good, generic steeping temperature.
