Well, I Have an HP desktop and it shuts down randomly after fully loading windows XP, the fan runs at a very high speed and is noisy.
Is there anything I can do to fix this?

Too hot.
Have you tampered with it in any way?

no it just started running fast and we had a power outage and we heard a loud pop and when we turned it on nothing but the mouse and key board plugs work no usb, cd, or sd

Did the pop thing happen before, or is this a recent thing that happened after you posted the question?

Sounds like you could be overheating. Open up the desktop and clean out the dust sweater and the fans intake. Sometimes this is all you need, unless there are other issues.
