It can damage batteries under 24 volts, but if you put a LM138, LM238, or a LM338 adjustable 5 amp voltage regulator on it you should be able to charge batteries from 1.2 volts to 18 volts and that solar cell.

I hate it when people want us to play the guessing game...
Is it ttoo much to ask what you want to do with it?
Like do you want to use the batttery so the solar panel acts as a heating element?
Do you want to charge the battery with this panel?
Do you want to use the panel as a table for the battery?
And why the hell did someone invent solar charge controllers???
