hi i want to make system that takes BCD inputs from DIP Switches and display Decimal on two 7-Segment display, without using any BCD Decoder.what ic should i choose??and circuit.

There are plenty of options. Your problem is that you have been told to use only an AND gate, and you need an inversion.

You can make a tripl-input AND gate from three dual-input NAND gates and

make a four-input NAND gate from from five dual-input NAND gates.

Make two duplicate sets for two Seven Segment Displays.

Replace the 7445 with five dual 4input 7421 IC AND gates and

Three 7414 IC Hex Inverters

Why? Manufacturers make the chips because doing it otherwise takes a lot of logic.

You can do it with discrete logic, and lots of it, there are plenty of on line references.

You need triple input NANDs or NORs
