How can I verify if it's the broiler or something more serious?

Check for voltage on the pins of the heating element, you will be working with mains electricity, so you may be better getting a qualified electrician to look for you.

checked fuse?
checked for worn out cable?
do not open this is dangerous so you need a qualified electrician for this as steave stated

+1. If you have to ask, don't try to fix it yourself -- this is a 220V appliance, and it's a great chance to either give yourself a lethal shock or start a fire if you don't know what you're doing.
