Your ideal concrete and your molding concrete very differ.
Your molding more like "too wet" rather than "ideal":

Great question! However, you are looking at very different stages of concrete in the examples you post. When mixing, you want as little water as possible to get strong concrete (the first picture you show). After vibrating, the concrete settles and water can pool on the top of the concrete and make it look too wet (the second picture you show).

The takeaway here is that when adding water you don't want a wet mix. When the proper mix is achieved you'll notice that the look will differ depending on how long it's been hydrated, what type of mold you pout it into (or on top of) and how much it's been vibrated.
