What do they class as clean fill where you live.
look for clean fill adds in the newspaper if it is classed as clean fill.
Where I live old concrete and tramac is recycled.

In the UK, people put up a sign that says "free hardcore", and people wanting to lay a patch of concrete, like a driveway, come and take it away.

OK. this is not necessarily a serious or practical suggestion.
But I recently saw a news blurb about a new thing that was catching on. It is basically a smash room. They put people into a room with a lot of stuff and a big hammer and for a fee they let them hammer away.
You could set up a booth, complete with safety gear like a face shield of course, and for a small fee they can use any size hammer to take out their anger at life by smashing big chunks of cement into little pieces. Use the broken rubble as fill for your new sidewalk and save on the cubic yardage of the new cement.
You could even turn it into an event with competitions like speed challenges such as getting your entire block through a small hole first.
Everybody is happy.
