jpg is okay for size - but if you save it with mspaint, it will save VERY compressed and fuzzy. Save as png as Zero suggests - its practically lossless, and has good file sizes for small images.

Yes, I use .PNG all them time because it is good quality but still good file size.

Small profile icons usually do well as a .gif or .png, depending on what the site will accept.
If you're using software like Photoshop, Gimp or paint.NET, it's as simple as 'File>Save As', and choosing a different file type. The second two are freeware, I recommend looking into them if you're still using bundled software.
The 'fuzz' is caused by compression, you can read more about it here on wikipedia
