One possible reason...

Many photocells use a specific frequency to deliver or receive "information", in order to filter out the noise of the ambient environment (someone turning on or off a ceiling lamp, lighting a lighter, cars driving by, etc etc.)

If the replacement isn't delivering the correct frequency signal, or if the receiver isn't configured (or can't receive the delivered signal), then it won't work.

Really hard to say without seeing a circuit diagram and what you have replaced.

Check your soldering.

The Sensor may have a different turn on/off point to the original.

Impedance to candle light could be one reason.

Resistance and light ratio can be different.

You might be able to adjust it with a pot.
