Welcome to instructables! I'm not sure I understand your question - but if I do: think of pushing a heavy shopping cart. When it's stopped, you have good grip and can exert a lot of force, but don't get a lot of speed. Once you're up to speed, you have speed, but its hard to 'run faster' and add energy. Similar thing happens with torque and speed.
