Take a close look at Nerf darts (esp Elite) - you will see the surface is smooth, coated with a smooth film. This smooth coating reduces friction in the boltsled-dart channel (esp in manual blasters). The dart is picked up easily & placed close to the AR area. When this smooth surface wears out after repeated use, the darts may not be placed close enough or gets stuck in between. Nerf keeps its production method secret so we don't know what this lubricant it uses. Using powder helps improve the dart in the same respect but needs repeated application after several uses.

well if goes into a holding shell, like with a plastic stick in the middle, most of the pwder would probably rub off, so maybe it works best with guns with clips, like the longshot or recon...

at my school we had an electron microscope demensrtration and this guy brought a nerf gun and he put baby powder on the back to make it like gunpowder residue and the kid shot the gun and they swabbed his hand and found the baby powder to know that he shot the gun. it was pretty cool. on topic: that woul look cool when you shot cuz it would poof powder and it migh make the darts fly a little bit farther, but i havent tried it, so i dont know.
