First roll up a piece of card bourd with something round cover it all with black duct tape the with red and the middle with silver

Step 2: Step 2

Now get some poster tube and cover all with black put the poster tube on the silver line in the middle and draw around it cut slits of the cardbourd and put the poster tube firmly in place and there you go one harley quinn hammer!
