After some investigation, It appears that these are instructions to a pattern that you need to purchase:

and these are just the instructions to go with it... which... I don't know how to feel about this, Its a cool bag, but if your just posting instructions to a pattern that someone has to buy... I mean, Its not hard to reconstruct, but its still a bummer...

Such a great idea and so easy! Many times in the shop, I've wanted to keep a tool nearby. This is a great tool holder!

This is a great idea and I could totally use something like this for my tool belt. Store-bought tool belts are often too bulky for types of jobs and many carpenters purchase a Klein "bolt bag" but they are expensive, ugly and made out of canvas and often too large. This would be perfect when I don't need multi-pocket bulky bags, but a lightweight, small bag to hang on my belt to hold a few screws or whatever. Excellent!

I only wish that the pattern was made available for copying and that there was a specific tool list. Some of the tools seem unique and there is no specifics about what "oil" is being used. Also, the rivets and the rivet tool escape me, possibly grommets would serve the same purpose?
