Yes, the whole axle is pivoted at centre. The model weighs just a few grams and use of a gearbox for steering is not necessary. At this scale, an actuator will suffice.
Here's how an actuator works... It's basically an electromagnet with a small neodymium magnet placed inside the coil. The amount of deflection is controlled by varying the current through the coil. To make it deflect in opposite direction, the direction of the current is reversed. All this is controlled through the Receiver. The actuator is directly connected to the front axle.
The receiver that I'm using is a very old one... may not be available now. However similar ones like 'Deltang micro receivers' with DSM2 protocol can be used. To hook it up to 9X Tx, it would still require a DSM2 module.
It's based on nrf chip. However, many DSM2 compatible micro receivers are now available.
