Hi! Sorry for the delayed reply. In Photoshop, I mostly make the templates through a combination of tools/filters. I start by bumping up the contrast (see pic), then I make it b/w. If there's any background to clean up, that's next (see pic). Then the cutout filter, where I start with the max number of levels. At that point, you can either colorize and change hues (see pic), or you can magic wand select certain grays and fill in your own colors (see pic). You can also send it through the cutout filter again with fewer layers if it gets too complicated (see pic).
