The blue jello can be whipped into a froth to put around the shark where he breaks water. When the jello is beginning to set--not solid yet, the consistency of syrup-- you can use your hand held mixer to get just the right amount of froth. It's easy, and your small sharks can be partly submerged. This is a great instructable! Plus I have never seen one that was followed with so many pics showing that people had actually done it.
