Oof probably 60-70 dollars for overall materials (eyes, magic sculpt) I used a lot of old free materials (cloth, newspaper, paint, paper, e-6000, etc) Time is a different story, that's a lot more.

OOOH, slime water balloons are awesome! :D I love throwing them at my sister. (He he!) You should make a slime balloon instructable, people would get a kick out of it. :)
Sorry for the late answer! :) Actually, DON'T bake it. Simply place it in your oven and turn the light on. If you bake it, the tissue paper will burn, and that won't be fun. I placed it in for about an hour and a half. It'll be dry when it isn't shiny, it's color is slightly darker and it isn't tacky when you touch it. :)
