I used a rocket ignitor system with long wires that put me more than 15 feet away (Estes wire lead thing). It is recommended that you use model rocket engines in the prescribed way but there is nothing illegal about this use. The model rocketry code is a guideline, not a law. It is an activity to do at your own risk. This was performed on private property with no risk of harm to anyone else. Model rocket car racing is safely performed by various schools and clubs, albeit in a more organized fashion and guided on a track with wires. I appreciate your concern, but it is certainly un/misguided.
