Where can I find a 120v-12v10+amp weather proof converter to power a 12v 9.2 amp radiator fan for use outside. in wet weather

You have the 10A heater, get a plain converter and cover it with a low cost dog shelter or if you have sea foam gales get a Nema wash down metal enclosure which will protect the electronic converter from a fire hose.

Just use a good quality "IP-67" or higher weather-proof enclosure and seal any holes with some RTV Silicone

Need more information. AC / DC? What do you mean by weatherproof/outside/wet weather? That can be anything from a little fog in the morning up to meaning that thing will be submerged in water for most of the time. See the Liquid ingress protection part of the IP code.

What should a 100W heater do outside, anyway?
