Can secondary winding be first? Answered

I already have the ferrite with 250turns on it. if i wind the feedback and primary over the secondary will the circuit still works.

One of the reasons secondaries are usually wound on the outside is they are usually heavier wire and so offer more protection to rough handling.

I your case the secondary is thinner wire so being wound first makes
good protection sense.

Steve is correct, it does not matter here.

YES ! It makes a difference in some particular circumstances ( signal transformers), but not usually in the case of a basic unit like this.
