Skills you have

How much do you want to spend

How much learning are you willing to do eg program writing.

So far your question is too vague to answer.

PS if it can detect a plant with the sensor it will detect anything plant size or shape.

You need to identify something uniquely "plant" to get this to work.

FAR easier to spray water over a wide area where the plants are located OR. put in underground soaker pipe and a header tank to provide water to the plant roots.

I want to use a stepper motor to spray water in different angle. For example spraying plants on the left and also on the right side of the vehicle.

1. your question didn't say that.

2. It is still easier to do as i originally said even if this slightly wastes water (or not as the case may be)

3. There is no way to identify a plant against any thing else eg a stick just using ultra sonics.

4. As always unless you already have some skills in using microcontrollers, building complex mechanical platforms then your unlikely at this time going to get this to work. Far better to address a system that there is a good chance of success. i.e soaker pipes.

However if you want to know an answer to your question as asked you need to study:

although not specifically for the Arduino the basic facts in the first 2 links are applicable and the 3rd will give some idea of the picaxe system which is easier to program than the arduino for a beginner.
