I have no clue what this is... Answered

 With a sequence of click-click-click-click-click pause X'3? ( with an initial click-click ), I'm thinking that this electrical dial was for an alarm, then again it may not be as part of a warning/alert system at all. 

Given to my dad by his dad who served in the navy in Nam.

Are there any signs that it could drive or release another mechanism?

Could take stills of all six faces - front, back, side, top & bottom?

Any clue to maybe what kind of ship grandpa served on? Could range from timers used for munitions, aircraft landing/drop timers, instrumentation or navigation or signaling aids to cooking an egg?
