There are certainly options with a 32bit processor but the bigger question would be the price range.
The laser and optics need to be of good quality, the receiver very sensitive and all needs to be pulsed to avoid interference from surrounding light.
Apart from the programming nightmare I just doubt it is possible to get good accuracy at a budget price here.
