You purchase it from Microsoft.

Or you use one of the alternatives, such as OpenOffice's "Impress" tool.

I'm actually using Lotus Symphony, which is an IBM tool derived from Open Office. Main advantage is that it can read more of the proprietary file formats from older programs than Office can (or at least that was true when I installed it; this may have changed by now.).

Like ork' says, PowerPoint is a Microsoft Office product, which you can buy boxed in shops, eBay probably, and download illegal copies.
I agree that you should at least look at OpenOffice.
