How is it possible to decide what will be the maximum voltage of a capacitor while making it?

The max voltage is usually defined by the electrolyte used and the isolation quality of the two "plates", usually rolled up as foils.
Ceramic capacitors have their voltage rating only defined through the isolation.
All values required can be calculated and simulated on the computer these days ;)
If you want to experiment with your own caps then I assume you want to go Tesla or at high voltage?
