Give it to a kid for emergencies. 

You can use a used cell phone to call 911 without paying anything at all. Cell phones are regulated by the FCC. FCC requirements state that ALL cell phones, regardless of status of service (or even the lack of service) must be able to dial 911. Whether you have a telephone number or not, whether you have signed up for service or not, your cell phone can connect to 911.

Many  local police departments in the US have programs where they take the old phones, and they are reprogrammed to dial 911 (emergency number) ONLY and given to people who may be in vulnerable or in danger, like in hiding from an abusive dangerous ex spouse and such. Plus any of these suggestions keep them out of the landfills.

Rather than dismantling them and making the rest unusable, you could recycle the whole lot by posting it to one of those phone refurbishing websites. They'll check it works and then pass it on for cheap to people in less developed nations.

Or to homeless folks here in the US. One of the problems those people have is that, even if they can get a job interview, there's nowhere for the employer to call back to since they have no fixed address. Cell phones have turned out to be a surprisingly good tool for helping them get their lives back on track.
